Billy Bathgate (1991) Back in the 1920s-30s New York was divided into geographic segments as far as organized crime was concerned. The Italians, Sicilians really, controlled the liquor and vice pretty much over the Italian areas, the Jewish gangs under Dutch Schultz, controlled Harlem. The Irish, under Legs Diamond controlled another area. That is until Lucky Luciano had the bright idea of a nationwide crime syndicate, run from New York, and by the way, controlled by him.
